The Associate Director of Lake County Maintenance and Construction Services is responsible for insuring that the needs of the Lake County site are met and that the performance of the maintenance and construction services organization is continuously improving. This position is also accountable for establishing and enforcing the policies and procedures for this department whether they be in the technical, personnel or administrative areas. The position directs the activities of up to 6 exempt personnel and 100 nonexempt personnel.
Operating under the general guidance of the Director, Lake County Site Operations, the duties of this position include but are not limited to Planning, organizing, staffing, directing and controlling the Plant Maintenance and Construction Services activities for the site. More specific duties include the developing and issuing of goals, policies, procedures and programs to produce results in accordance with Operations objectives as well as the objectives of individual client and department.
Must be able to develop and train subordinates in supervisory and management skills, develop budgets for labor and materials and control within budgetary constraints.
Highly skilled technical individual capable of managing a qualified and organized work force, to respond to the maintenance needs at the site in a cost effective manner, assuring continuous plant operation.
He/she must measure the performance of all work groups that report to him/her and furnish guidance to insure progress toward the objective of the department. The incumbent must analyze information (both long and short term) from departments operating at the site in the areas of manpower, equipment and materials in order to support their maintenance needs.
Provides expert technical support on issues through his/her own knowledge and experience and/or through Maintenance Engineers reporting to him/her. He/she must also keep abreast of all engineering project activity occurring at the site to assure that the department is prepared from both a manpower and technical standpoint to support the installation and maintenance of all newly installed/upgraded facilities and equipment.
Responsible for integrating safety, quality standards, engineering standards, and GMP with client’s needs, under the pressures of rigid timetables and assorted urgencies.
Client departments served by Plant Maintenance have combined operating budgets of over $500MM and maintenance budgets over $60MM. The combined departmental budgets for Lake County Maintenance are typically in the area of $20MM.
Bachelor’s Degree or equivalent in an engineering discipline, science, business management preferred or minimum 12 years related experience. Additional work toward a Master’s Degree in Engineering or Business Management also desirable (not required).
This position requires at least five years of prior Department Manager experience in addition to a minimum of five year’s experience in supervision of both hourly and exempt personnel. Five years involvement in Plant Engineering operations or a similar maintenance related environment is also required.
Given the large workforce, it is vital that this Manager be expert and effective in the management of labor relations. The skilled tradespersons, who make up over ninety per cent of the Manager’s employee population, compete and work in concert with outside contractors who are generally unionized.
Excellent communication and networking skills due to the support provided to every Department at the Lake County site. Delays and/or inefficiencies in completion of maintenance repair jobs could result in millions of dollars lost product, serious damage to facilities or lost research and development work. Delays in rearrangement projects has a domino effect on many other move projects causing significant losses in personnel productivity.
Must have strong technical expertise so as to give direction to the PdM Engineers and Area Maintenance Engineers and gauge performance of the widely diverse technical services provided by this organization.
Decisions implemented by the incumbent frequently involve critical building systems and manufacturing equipment, giving this position sizable responsibility for assuring continuous Plant operation.
The incumbent is expected to be innovative in establishing and implementing new procedures and techniques and to have the ability to effectively convey to management, customers, and subordinates alike, the business reasons for implementing change.
